    Shanghai Municipal Committee of the CPPCC Visited YCIS Shanghai

    • To gain a better understanding of the movement of teachers and students within the schools attended by foreign children in the city, Vice Chairman Chen Qun of the Shanghai Municipal Committee of the CPPCC led the Shanghai Peoples Association for Friendship with Foreign Countries (SPAFFC) to conduct an inspection on 31 July, titled 'Flow of Teachers and Students in Schools for Children of Foreign Personnel'. The purpose of the inspection was to gain a better understanding of the movement of teachers and students within these schools. 

       

      The committee members visited YCIS Shanghai in Pudong New Area, where they received presentations from several schools for children of foreign personnel and engaged in discussions and exchanges.

       

       

      The members acknowledged that Shanghai has been a pioneer in implementing international education in China. 

       

      Over the decades, Shanghai has made significant strides in international education. International schools have played a crucial role in shaping Shanghai's identity as a socialist international metropolis, and have become an integral part of its comprehensive education system. These schools not only cater to the educational needs of both domestic and foreign families, but also help to attract and retain high-caliber overseas talent in Shanghai, thereby enhancing the city's business environment.

       

      During the inspection, the members heard from representatives of YCIS Shanghai, Dulwich College Shanghai, Wellington College Shanghai, Yjing-Juyuan Experimental School, as well as foreign teachers regarding the current status of the schools and the movement of foreign teachers and students. 

       

      It was observed that foreigners in Shanghai are primarily concerned about aspects such as medical care, housing, and convenient transportation. Factors such as job transfers and family dynamics also significantly influence the influx of foreigners. During the inspection, CPPCC members Shi Jingyu, Su Beni, and Xu Wen exchanged ideas with relevant personnel on the age distribution, national diversity, and educational philosophies of foreign nationals.

       

       

      During the discussion, the Municipal Education Commission, the Pudong New Area Education Bureau, and the  CPPCC Pudong New Area District Committee presented their respective insights. Reports indicated that international schools in the city have made remarkable progress in terms of scale, educational quality, and overall effectiveness. 

       

      Furthermore, the diversified education service system is steadily improving. Nonetheless, recent years have presented new challenges due to external factors, demographic shifts, policy modifications, and other influences. 

    • Looking ahead, there is a commitment to enhancing the international education system, establishing a comprehensive education system for foreign children at various levels, refining teaching methodologies, and adapting to the complex and evolving global landscape.

       

       

      Chen Qun emphasised that a thorough understanding of the city's international schools and the movement of teachers and students holds immense significance in advancing Shanghai's educational internationalisation and bolstering the city's soft power and global competitiveness. 

       

      It was emphasised that in order to foster international education in Shanghai and expedite its transformation into a modern socialist international metropolis with global influence, it is essential to delve into and implement the essence of the Third Plenary Session of the 20th Central Committee of the Communist Party of China. The CPPCC's special consultative role should be maximised to develop new mechanisms for educating foreign children and actively provide recommendations to achieve this goal.

       

      The meeting was chaired by Zhang Xiaosong, Director of the Standing Committee of the Shanghai Municipal Committee of the CPPCC and Shanghai People‘s Association for Friendship with Foreign Country (SPAFFC), with Ji Zhaoliang, Chairman of the CPPCC Pudong New Area District Committee and Secretary of the Party Group of Pudong New Area, in attendance.
